How to store oral swabs in order to have the maximum success in DNA extraction?

I tried to follow this protocol for DNA extraction of oral microbiome with swabs, but I stored them in PBS instead of Tris-EDTA. Then the concentration of DNA extracted was very low, Do you think PBS could be the cause of this unsuccessful experiment?
