No, you would need sequence specific information to measure elongation rate. The method rather answers the question is elongation affected? If yes, then pRNAPII S2 is likely reduced. However, elongation might be reduced with pRNAPII S2 levels high, such as e.g. occurs at early timepoints after UV.
