Based on Eq. (3), we regain the estimated NCIC via Eq. (5) when the other 3 values (i.e., EPi, Max, and Min) are known:

where EPi is denoted by p(θ) in Eq. (2). For instance, the NCICi for a country is estimated at 50 when EPi = 0.5, Max is 100, Min is 0, and the footnote i stands for the ith day on Axis X. It is worth noting that the EPi is computed by Eq. (2) when parameters a and b have been known. How to estimate the parameters (i.e., a and b) and determine the IP for comparison in countries will be introduced in the next sections.
