Developmental Delay diagnoses and services were summarized with frequencies and percentages. Patient-level characteristics were summarized as frequencies and percentages and area-level covariates were summarized as means and standard deviations.

Binomial logistic regression was used to model the adjusted and unadjusted associations between area-level covariates and children with DD. For all models, we modeled the proportion of children receiving services out of all the children with diagnoses. Binary logistic regression was used to model the associations between the patient-level covariates and the needs met indicator. Race was excluded from the patient-level model due to a high level of missingness. For both models the odds ratio, 95% confidence interval, and P value were reported. All analyses were performed at a statistical significance level of 0.05 using SAS Version 9.4 Statistical Software (SAS Institute, Cary, NC).
