The research question prioritization exercise was designed in line with the WHO research agenda development guide for staff [19]. Held in the context of the COVID-19 pandemic and with travel restrictions in place, the consultation necessarily took place online via videoconference. The virtual discussions took place over 8 meeting days during 4 weeks in June and July 2020, and they resulted in a research agenda frame and a list of priority research questions. This was followed by asynchronous email communication from August to October 2020, during which participants were led through a structured expert opinion exercise to review and prioritize research questions within the set research agenda frame. Institutional Review Board review was not sought because the work described in this paper was based on observation of discussions at the conference, and it focused on the synthesis of expert opinion following the Chatham House Rule [20]. No personal information was collected from the participating experts.
